    TERMS OF REFERENCE CONSOLIDATE FINDINGS OF THE 2020 AND 2021 SOCIAL ACCOUNTABILITY INITIATIVES

    1.0     INTRODUCTION

    The Zambia National Education Coalition (ZANEC) has been conducting Social Accountability Initiatives through the score card sessions and display of inputs on the notice boards. This has been done as a key strategy to increase transparency and accountability in financing and service delivery in the education and skills sector.  Since January 2020, the Social Accountability Initiatives have been implemented through support from the Education Out Loud (EOL) Campaign funded by the Global Partnership for Education (GPE) through Oxfam Ibis. ZANEC has since carried out two annual score card sessions in each of its 125 target schools in Zambia. These schools are found in Western (Limulunga, Mongu, Kaoma, Senanga); Copperbelt (Ndola, Mufulira, Mpongwe and Chingola) and Luapula (Mansa, Samfya and Mwense).

    2.0     RATIONALE OF THE ASSIGNMENT

    Following the score card sessions and subsequent interface meetings at school, district and provincial levels, ZANEC would like to consolidate all key findings from the implementation areas for 2020 and 2021 and come up with recommendations that will contribute towards improved expenditures and service delivery which will result in improved outcomes for every Zambian learner.

    3.0     SCOPE OF WORK

    ZANEC seeks the services of a consultant for a period of 10 working days to consolidate findings of the score card processes and information displayed on the notice boards placed in the target schools and offices of the District Education Board Secretary (DEBS). Specifically, the consultant is expected to:

    • Provide a background to the project and current situation analysis around financing and service delivery in the education sector;
    • Review the reports from the score cards and monitoring exercises and provide a general picture of inputs going into the schools with some specific examples from the schools or districts. ZANEC will provide these reports.
    • Compile a booklet of between 15 and 20 pages with cartoon illustrations depicting some of the situations shared by learners during the score card sessions

     

    4.0 EXPECTED DELIVERABLES

    • A draft booklet to be reviewed by ZANEC Secretariat
    • Second draft with cartoons incorporated also to be reviewed by ZANEC Secretariat
    • Final, ready for print booklet with cartoons/illustrations (15-20 pages)

    CALL FOR ZANEC 2021 EDUCATION AND SKILLS SECTOR MEDIA AWARDS

    The Zambia National Education Coalition (ZANEC) is calling for entries for the 2021 ZANEC Education Media Awards. The award-giving ceremony is conducted every year to recognize and reward journalists who have contributed towards the need for quality education in our country.

    BACKGROUND TO THE AWARDS

    The objective of the awards is to promote reporting on the Education and Skills Sector to raise public awareness, understanding, participation and the need for the provision of quality education. Another emerging theme is the promotion of education in light of the COVID 19 pandemic.  The entries must be based on one of the three (3) selected Education Sub Sectors namely:

    1. Skills and Tertiary Education – with a bias towards Academic Freedom and quality of education in Higher Institutions of Learning.
    2. Mitigating the Impact of COVID 19 on Education.
    3. Gender and Equity.

    The article; program; documentary or video must demonstrate the author or producer’s understanding of the Education and Skills Sector at the barest minimum. The articles must also show well researched work or compiled by the author. Education articles specifically covering ZANEC positions will have an added advantage.

    Eligibility

    The awards are open for published and broadcasted works in print, radio, television or online media. Only journalists who are Zambian nationals are eligible for the competition. The competition is only open to individual journalists and not media institutions or organizations.

    The entries shall be works published/broadcasted between 1st July 2020 and 30th September 2021

    Languages
    All works entered for the competition shall be in the English Language.

    Categories
    Entries shall consist of the following:

    • Print Journalism: Features articles or stories published in mainstream newspapers, magazines, journals or newsletters.
    • Radio Journalism: Documentaries or discussion programmes.
    • Television Journalism: Documentaries or discussion programmes.
    • Online/news media: Feature articles or stories published on online media.

    Adjudication and Awards

    The selection of winners will be done by an adjudication panel identified by ZANEC Secretariat with expertise in media and media development. The winners will get a monetary award, a trophy and a certificate.

    Respects for copy rights

    All entries submitted must be original and in conformity with copyright requirements and must have been published or broadcasted between 1st July 2020 and 30th September 2021.

    STATUS OF SCHOOL DROP-OUT RATES, EARLY PREGNANCIES AND EARLY MARRIAGES IN LIGHT OF COVID 19 PANDEMIC

    • INTRODUCTION

    The Zambia National Education Coalition (ZANEC) is a network of Civil Society Organisations registered under the Registrar of Societies Act on 3rd July, 2002 on certificate number ORS/102/35/2581. The organisation currently has seventy (70) Member Organisations comprising of Community Based Organisations, Faith Based Organisations, Non-Governmental Organisations and Teacher Trade Unions.

    The organization’s mandate is to coordinate civil society advocacy for quality, equitable and inclusive education for all Zambians. ZANEC’s focus is therefore on national plans and international frameworks that advance education in Zambia. Particularly, the Coalition takes interest in the operationalization of the Education and Skills Sector Strategic Plan (ESSP) for the Education Sector in Zambia and how its interventions take into account agreed upon national and international frameworks.  This is achieved through participation in policy influencing, monitoring and research.

    • PURPOSE OF CONSULTANCY

    The Status of Education Report is ZANEC’s annual flagship report with varying themes each year to give the Coalition perspectives on pertinent issues affecting service delivery. The Status of Education Report allows the Coalition to distil key issues of advocacy based on emerging issues in the sector.  Past reports have covered the topics such as quality of education, gender and equality as well as disability in the education sector.

    The 2021 Status of Education report is supported through the funding from the Education Out Loud Campaign of the Global Partnership for Education through Oxfam Ibis. The 2021 study will focus on the effects of Covid 19 on the retention of learners. This focus emanates from the recent school readiness and accountability monitoring survey as well as the continuity of learning survey conducted by ZANEC in 2020 and 2021 respectively. Key among the findings of the monitoring is that the school closures caused by the outbreak of Covid 19 pandemic in 2020 which lasted 6 months saw increased cases of pregnancy, early marriages and a high number of learners not returning to school, especially in rural areas. Thus, this Status of Education Report will seek to interrogate the actual status on the ground and provide recommendations for remediating the situation. The report is also envisaged to prescribe measures for promoting the safety of learners both in and out of the school environment, in line with ZANEC’s Learner Protection Policy.

    • SPECIFIC OBJECTIVES:

     

    1. To review the gender and disability responsiveness of policies developed to mitigate the impact of the COVID 19 pandemic on education and how well they have been implemented.
    2. To investigate the impact of the COVID 19 pandemic on school drop-out rates, early pregnancies and early marriages at primary and secondary school levels
    3. To make policy recommendations for mitigating the impact of the COVID 19 pandemic on school drop-outs and girls’ retention in school.

     

    • SCOPE OF WORK

    ZANEC wishes to hire a consultant for sixteen (16) working days to conduct an analysis of the Status of Education with regard to learner drop-out rates during COVID 19 period and recommend mitigation measures. Specifically, the consultant will be required to do the following:

    1. Review policy documents developed by government to mitigate the impact of COVID 19 to find out the extent to which gender and equity issues were mainstreamed
    2. Conduct a rapid assessment of how well the gender and equity policy measures in (i) above were implemented.
    • Conduct a desk review and interviews with relevant target groups to assess the number of children in school by gender (enrolment rates) before and after Covid closure;
    1. Identify root causes of drop outs among the learners during the COVID 19 pandemic
    2. Identify plausible mitigation measures to return and retain learners in school;
    3. Analyse the budget allocations and disbursements towards COVID mitigation measures that aim to retain learners in primary and secondary schools;
    • Develop a 2 paged Policy Brief with appropriate info graphics summarising and visualising the key findings and recommendations of the study;
    • Disseminate findings of the report to a stakeholders’ meeting to be organised in liaison with the ZANEC Secretariat.

     

    • KEY DELIVERABLES
    1. An inception report outlining the methodology, key deliverables and timeframes;
    2. A satisfactory draft report to be reviewed by ZANEC Secretariat;
    • A satisfactory second draft to be reviewed by the Secretariat;
    1. Final full Status of Education Report;
    2. Two paged Policy Brief with relevant info graphics derived from the final report.

    • REQUIRED COMPETENCIES
    • Must possess Masters’ Degree in Education, Gender or a related field;
    • Proven experience and track record in working around gender issues and the education sector;

    TERMS OF REFERENCE CONDUCT A SURVEY ON THE IMPACT OF THE STUDENT LOANS AND SCHOLARSHIP SCHEME IN ZAMBIA

    1.0 BACKGROUND

    The Zambia National Education Coalition (ZANEC)’s core mandate is to conduct evidence-based advocacy for quality education for all Zambians. The niche of the Coalition is thus to conduct research, analysis, monitoring and influencing policy direction in the education and skills sector. In addition, ZANEC is known for mobilising Civil Society Organisations and communities through its Member Organisations located in various parts of the country, giving the Coalition its national character.

     

    ZANEC envisions a “sustainable and inclusive education system that responds to national aspirations and fosters an environment of self-fulfilment”. Implementation of this vision needs different stakeholders including government, cooperating partners, non-governmental organizations, trade unions and student movements. As such, ZANEC, with support from Norwegian Student’s and Academics’ International Assistance Fund (SAIH) has been advocating for access to quality education service delivery in Institutions of Higher Learning.

    2.0 RATIONALE OF THE STUDY

    The Higher Education Loans and Scholarships Act of 2016 provides for equitable access to tertiary education through the administration, investment, payment and  recovery  of loans. It also provides for  the  administration  and  granting  of scholarships as well as  facilitating  the  mobilization  of  financial resources  for  loans  and  scholarships.  The Loans and Scholarship Scheme allows for the equitable and equal access to higher education through the provision of financing to qualifying Zambians.

    It is against this background that ZANEC seeks to commission a study to assess the impact of the implementation of the Loans and Scholarship Scheme in Institutions of Higher Learning. In 2019, the Coalition conducted a study to look at access to the loans and scholarships. This study is intended to build on the previous study by assessing the impact of the loans and scholarships awarded by the Higher Education Loans and Scholarship Board (HELSB). It is expected that the study will look into the financing trends, accessibility by gender and geographical location, relevance, efficiency, effectiveness, sustainability and impact or value for money.  The assessment is intended to generate evidence that will be used to inform ZANEC’s advocacy work.

    2.1 Objectives of the study

    1. To assess the progress achieved by HELSB in the administration of loans and scholarships using the five (5) evaluation criteria namely relevance, effectiveness, efficiency, impact (value for money) and sustainability.
    2. To document the key lessons and make practical recommendations that will inform advocacy for increased financial support and equitable access to higher education for disadvantaged and marginalized students including those at risk of dropping out due to non-availability of funds, through the Loans and Scholarships Scheme.

    3.0 SCOPE OF WORK

    1. The scope of work should follow a transparent and inclusive process of consultation of the diverse groups that make up the Education and Skills Sector.
    2. To conduct an analysis of the loans and scholarship administration process including the advertisement, application and rewarding process.
    3. Assess the responsiveness of the delivery mechanism to the needs of the beneficiaries
    4. Investigate how many Institutions of Higher Learning are benefitting from the loans and scholarship scheme and the impact of the support on student enrolments. Assess the impact of the withdrawal of meal allowances from the scholarship package and the ramifications of this decision.
    5. To assess how the loan scheme has responded to the advent of COVID 19 pandemic and its resultant economic challenges at household and national level.
    6. To assess how much has been made in recoveries, including the performance of the private and public sector in ensuring beneficiaries pay back their Loans and how it has been reinvested into the scheme.
    7. Conduct an analysis of the Skills Development Fund and how it contributes towards the provision of the Loans and Scholarship Scheme.

    4.0 DELIVERABLES AND DURATION OF CONSULTANCY

    The assignment is expected to be completed within 11 working days and timeframes are to be jointly agreed between ZANEC Secretariat and the consultant, with the following deliverables.

    1. Inception report with proposed data collection methodologies and proposed time frames for deliverables.
    2. First and second draft of the research report for review.
    3. Summary power point presentation of the findings of the impact assessment. Present the second draft impact assessment report at a stakeholders’ meeting.
    4. Final research report incorporating all the comments by stakeholders.

    5.0 REQUIRED COMPETENCIES

    • Must have at least a Master’s Degree in Education or related field.
    • Proven experience and track record in policy analysis and research.
    • Strong communication skills for both oral and written English.
    • Ability to devote full time to the assignment and meet deadlines.

    Background

    The Zambia National Education Coalition (ZANEC)’s core mandate is to conduct evidence-based advocacy for quality education for all Zambians. The niche of the Coalition is thus to conduct research, analysis, monitoring and influencing policy direction in the education and skills sector. In addition, ZANEC is known for mobilising Civil Society Organisations and communities through its Member Organisations located in various parts of the country, giving the Coalition its national character.

    ZANEC has been running the student Research Mentorship Programme since 2018 with the support of Norwegian Students’ and Academics’ International Assistance Fund (SAIH). Since then, 30 students from various Private and Public Institutions of Higher Learning across the Country have been provided with technical and financial support to conduct academic style research on topical issues.

    RATIONALE

    The ZANEC research mentorship programme is designed to enhance research skills, critical thinking as well as effective analytical and communication skills that are globally sought-after and incredibly beneficial for students pursuing higher education. With the advent of the COVID 19 pandemic, institutions of higher learning have had to close and open irregularly in order to combat the spread. This has resulted in learning loss among most students. One of the mitigation measures taken by higher learning institution is the introduction of the blended approach to learning. This approach has reduced individual student contact with lecturers, which is inevitable for research skills related mentorship. In order to address this challenge and mitigate the negative impact of COVID 19 on learning outcomes, ZANEC will support some students to enhance their undergraduate research skills.

    1. RESEARCH PURPOSE

    To provide ten (10) students who are enrolled at any Zambian private or public university or college with an opportunity to enhance their research skills.

    RESEARCH OBJECTIVES

    • Support identified students to conduct research on topical issues for the academic year 2021.
    • Through the research findings, create evidence to support ZANEC’s advocacy on the promotion of inclusive societies and support academic freedoms in institutions of higher learning.

     

    1. SCOPE OF WORK

    Successful applicants will conduct academic research. Preference will be given to research topics focusing on management of emotional, social and psychological well-being in institutions of higher learning, the impact on learning due to COVID 19 in institutions of higher learning. Other topics may include, but will not be limited to, impact of Cyber Act on academic freedoms, female participation and inclusive societies.

     KEY DELIVERABLES

    1. Submit research proposal expressing interest in conducting research on any of the above provided topics, outlining focus, methodologies and timelines.
    2. Carry out academic research in a period of not more than two months (strictly).
    • Timely submission of complete research document after two months of research work.
    1. Submit 2 hard copies and a soft copy of final research report to ZANEC.

    • Must be an enrolled second or third year student at an institution of higher learning (University or College).

    TERMS OF REFERENCE CONDUCT A SHADOW RESEARCH ON THE EFFECTS OF THE REDUCTION OF SCHOOL FEES ON SERVICE DELIVERY

    1. INTRODUCTION

    The Zambia National Education Coalition (ZANEC) is a network of Civil Society Organisations working in the education and skills sector. The organization’s mandate is to coordinate civil society advocacy for quality, equitable and inclusive education for all Zambians. ZANEC focuses on advocacy for the domestication of international education frameworks in national policies, plans and budgets. Currently, the Coalition is involved in providing oversight in the domestication of SDG 4 in the Education and Skills Sector Plan (ESSP). This research, which is funded by the GIZ German BACKUP Initiative – Education in Africa is aimed at establishing the impact of reduced school fees on the access, quality and general operations of public schools.

    2. RATIONALE OF STUDY

    Zambia’s education system has been experiencing low financing resulting from the limited national resource envelope and increasing debt burden which have in turn affected learner outcomes.  The share of the national budget allocated to education has continued reducing over the years from 20.2% in 2015 to 12.4% in the 2020 budget. Furthermore, disbursements to schools are very low and erratic. This means most schools rely on the contributions from parents to raise funds to run their schools. In essence, parents have been the major financiers of the education sector at school level, in spite of having a Free Education Policy at primary school level. With little funding from government, primary schools mainly depend on user fees paid by learners in grades 8 and 9 for their school operations. However, in March 2019, the Ministry of General Education announced a reduction in school fees in all public schools. This has raised debate by stakeholders who feel that the policy pronouncement has taken away the only source of income for our schools.

    3.0    PURPOSE OF CONSULTANCY

    ZANEC wishes to conduct a study to establish the impact of reduced school fees on the access, quality and general operations of public schools. The study will focus on the impact that the reduction of school fees by government has had in the operations of public schools. The study was motivated by recommendations made during the multi-stakeholder consultative meeting held on literacy where it emerged that the financing to public schools can impact the quality of service delivery including learner outcomes in literacy and numeracy.

    3.1 SPECIFIC OBJECTIVES:

    To assess the impact of the reduction in schools on the access, participation, quality and general operations of public schools in Zambia.

    3.2 SCOPE OF WORK

    ZANEC wishes to hire a consultant for a period of 20 days to conduct this research which will generate evidence that will be used to inform existing policies. Specifically, the consultant will be required to do the following:

    i.Conduct a survey and interviews with relevant target groups to assess:

    • The levels of income before and after the pronouncement to reduce the fees – how much were schools receiving through grants, school fees, PTAs?
    • Changes in levels of access and participation including the frequency of administering tests/assessment and actual pass rates.
    • Coping mechanisms schools have adopted and their impact on the overall teaching and learning processes;
    • Interrogate the input into schools by government and the corresponding impact on service delivery after reducing school fees
    • Explore potential alternative sources of income for schools that can help in supplementing the reduced school fees.

    ii. Develop a 2 paged Policy Brief with appropriate infographics summarising and visualising the key findings and recommendations of the study.

    1. INTRODUCTION

The mission of the Coalition is to promote quality and inclusive education for all, through influencing of policy, consensus building, holding duty bearers accountable, and strengthening the capacities of stakeholders in the education sector.

    2.0 BACKGROUND

    The Zambia National Education Coalition (ZANEC) advocates for quality learner outcomes through provision of a good, equitable learning environment and sufficient, efficient and timely service delivery in the Education and Skills Sector. As a strategy to promote access to education for all Zambians, ZANEC identified gender as one of the key cross cutting issues, in particular the need for achieving gender parity and retention in the sector. Gender parity at lower primary education has almost been achieved with current data showing a parity of 1.02 by 2018.  However, less females are accessing education at higher levels where the gender parity has remained stagnant at 0.85. There are several factors that take away adolescent girls from the education system including child marriages and pregnancies, poor water and sanitation facilities in schools and long distances coupled with inadequate boarding facilities in most schools. Sadly, Zambia continues to record high numbers of pregnancies among female learners with current figures showing that   11, 453 and 3, 576 girls get pregnant at primary and secondary school level annually respectively. There is urgent need to seriously look into the challenges of implementing the Re-entry Policy to enable more girls return to school in order to mitigate against increasing the number of illiterate women in the country.  Further, only 4,917 and 2,488 re-admissions were recorded in 2018 at primary and secondary levels respectively.   Although the numbers show improvement over the years, more needs to be done as the change is painfully slow and continues to see most female learners disadvantaged.

    3.0 RATIONALE

    ZANEC has received funding from the Education Out Loud Campaign of the Global Campaign for Education through Oxfam Ibis to monitor the implementation of the Re-entry Policy. This will build upon the monitoring conducted in 2018 and will endeavour to identify bottlenecks to the effective implementation of the Policy as well as ascertain to what extent the Policy Guidelines are being adhered to in schools.

    3.1 OBJECTIVE OF THE ASSIGNMENT

     The objective of the exercise is to generate evidence that can help strengthen ZANEC’s advocacy case for the prevention and mitigation of girls’ drop-out rates due to pregnancy.

    3.3 SCOPE OF WORK

    In order to conduct effective monitoring, ZANEC will engage a lead consultant to support Member Organisations in the Gender Equality and Equity Sub-sector Committee and Member Organisations based in the target areas to conduct the monitoring exercise.

     The Member Organisations, who are responsible for direct monitoring of the implementation of the Re-entry Policy, will track, among other things:

    i. to ascertain utilisation of budget allocations enabling the implementation of the Re-entry Policy which will promote the return of girls who drop out of school because of early pregnancies;

    ii. the levels of awareness on the Re-entry Policy Guidelines in schools;

    iii. the main causes of early pregnancies;

    iv. the number of girls who fall pregnant annually by age;

    v. the number of pregnant girls who return to school after delivery;

    vi. reasons some pregnant girls are still not going back to school despite the Policy.

    vii. Uptake of ZANEC recommendations from the last monitoring exercise

    3.4 METHODOLOGY

    The monitoring exercise will be preceded by a one-day virtual re-orientation of the tools and the monitoring process. The consultant will thereafter assign the Members of the Gender Sub-sector Committee to work with the members based in the target areas in collecting information.

    The targeted provinces for the exercise are: Eastern, Luapula, North-Western and Southern Provinces where there are high numbers of pregnancies and early marriages among girls of school going age. Three districts will be monitored in each province. In light of Covid pandemic, monitors will as much as possible utilise telephone and virtual means to conduct the exercise but will also have minimal contact with the schools.  

    Following the provincial exercise, the monitoring teams will convene to analyse and consolidate the report into one, using online technology such as zoom and share point. Consolidation of the provincial reports will be done by selected members who will then submit to the consultant for refining and analysis.

    3.5 Overall expected tasks to be delivered by the Consultant

    3.5.1 To conduct a training of data collectors on the methodologies and tools to be used for the Monitoring Exercise, using the Gender Monitoring Tool;

    3.5.2 Supervise and provide close guidance to  data collectors while they are in the field;

    3.5.3 Conduct desk review on background of the implementation of the Re-entry Policy;

    3.5.4 Convene feedback meeting with data collectors;

    3.5.5 Analyse data and synthesise into one report with key recommendations for efficient budgeting and implementation

    3.5.6 Present findings of the monitoring to the engagement meeting to be organised by ZANEC Secretariat.

    4.0 KEY DELIVERABLES

    •  Facilitation of one-day orientation meeting;
    • Report of orientation meeting;
    • First draft monitoring report for Secretariat review;
    •  Final report submitted seven days after feedback from Secretariat;
    • Presentation of report at engagement meeting

    5.0 REQUIRED COMPETENCIES

    The consultant will be required to have the following competencies:

    5.1 Masters’ Degree in Education, Gender or any field related to the Education and Skills Sector.

    5.2 At least five years’ experience policy monitoring work. Experience in the Education and Skills Sector will be an added advantage;

    5.3 Must possess analytical skills
