    THE THEME FOR THIS YEAR’S MEDIA AWARDS IS “TRANSFORMING EDUCATION THROUGH INCLUSIVE REPORTING: AMPLIFYING VOICES FOR EQUITY AND QUALITY IN EDUCATION.”  IT IS THEREFORE APPARENT THAT THE MEDIA PLAYS A CRUCIAL ROLE IN RAISING AWARENESS ABOUT THE IMPORTANCE OF EDUCATION AND SKILLS DEVELOPMENT. THROUGH SPOTLIGHTING THE NEED FOR INCLUSIVE, HIGH-QUALITY EDUCATION, THE MEDIA CAN INSPIRE DECISION-MAKERS, COMMUNITIES, AND FAMILIES TO INVEST IN SYSTEMS THAT EMPOWER INDIVIDUALS WITH THE SKILLS NECESSARY FOR DEVELOPMENT.

    THE THEME HIGHLIGHTS THE MEDIA’S VITAL ROLE IN DRIVING EDUCATIONAL REFORM BY GIVING A PLATFORM TO MARGINALIZED VOICES AND SHEDDING LIGHT ON ISSUES OF INEQUALITY IN EDUCATION.  IT ALSO CONNECTS INCLUSIVE REPORTING TO THE BROADER GOALS OF EQUITY WHICH INCLUDE FAIR ACCESS TO OPPORTUNITIES REGARDLESS OF BACKGROUND AND QUALITY WHICH ENSURES THAT ALL LEARNERS RECEIVE EDUCATION THAT MEETS GLOBAL STANDARDS.

    THE MEDIA’S FOCUS ON THESE AREAS CAN INFLUENCE POLICYMAKERS, STAKEHOLDERS, AND THE PUBLIC TO ADDRESS GAPS AND PRIORITIZE EDUCATIONAL REFORMS. THE MEDIA CAN THEREFORE ADVOCATE FOR EQUITABLE ACCESS AND IMPROVED QUALITY IN EDUCATION, INSPIRING ACTION AND ACCOUNTABILITY FROM STAKEHOLDERS.

    LADIES AND GENTLEMEN

    THE OBJECTIVE OF THE AWARDS IS TO PROMOTE REPORTING ON THE EDUCATION AND SKILLS SECTOR BY RAISING PUBLIC AWARENESS, UNDERSTANDING, PARTICIPATION, AND THE NEED FOR THE PROVISION OF QUALITY EDUCATION IN THE COUNTRY.

    THE EXPECTED OUTCOMES INCLUDE THE FOLLOWING:

    1. IT IS EXPECTED THAT THE MEDIA WILL BE MOTIVATED TO REPORT ON EDUCATION-RELATED ADVOCACY ISSUES IN INSTITUTIONS OF HIGHER LEARNING SUCH AS ACADEMIC FREEDOMS AND INCLUSIVE QUALITY EDUCATION AMONG OTHERS.
    2. IT IS ALSO EXPECTED THAT THE MEDIA WILL BE MOTIVATED TO REPORT ON ECD-RELATED ADVOCACY AND ITS IMPORTANCE.
    3. IT IS EXPECTED THAT THE MEDIA WILL BE REPORTING OBJECTIVELY ON THE DEVELOPMENT AND SERVICE DELIVERY IN THE EDUCATION AND SKILLS SECTOR IN THE COUNTRY.
    4. INCREASED ZANEC VISIBILITY THROUGH THE MEDIA REPORTS AND NEWS.

    THE AWARDS WILL BE IN THE FOLLOWING CATEGORIES

    1. SKILLS AND TERTIARY EDUCATION – WITH A BIAS TO ACADEMIC FREEDOM AND QUALITY OF EDUCATION IN HIGHER INSTITUTIONS OF LEARNING.
    2. YOUTH AND ADULT LITERACY EDUCATION (YALE).
    3. GENDER AND EQUITY.
    4. EARLY CHILDHOOD DEVELOPMENT (ECD).

    LADIES AND GENTLEMEN, IN THE 2024 MEDIA AWARDS, THE JUDGES NOTED WITH CONCERN THAT THE JOURNALISTS DID NOT FOLLOW THE TERMS OF REFERENCES (TORS) OF THE AWARDS THUS RENDERING MOST OF THE STORIES TO BE DISQUALIFIED. A TOTAL OF FIFTEEN (15) ENTRIES IN DIFFERENT CATEGORIES WERE DISQUALIFIED ON THE BASIS THAT THEY WERE ENTERED IN THE WRONG CATEGORIES, WHICH WERE OUTSIDE THE CATEGORIES BEING ENTERED FOR AND ADVERTISED, OTHERS WERE DUE TO THE USE OF LOCAL LANGUAGE WITHOUT TRANSLATION. IT WAS ALSO NOTED THAT MOST JOURNALISTS DID NOT SHOW PROOF THAT THEIR WORKS HAD BEEN PUBLISHED IN THE MEDIA. SOME JOURNALISTS DID NOT TAKE THE TIME TO PUT UP WELL-RESEARCHED PUBLICATIONS.

    IT IS FOR THIS REASON THAT WE WOULD LIKE TO RECOMMEND THE FOLLOWING;

    • ALL ELECTRONIC ARTICLES MUST SHOW PROOF THAT THEY HAVE BEEN PUBLISHED IN THE MEDIA. THIS CAN BE VERIFIED BY THE SIG TUNE AND THE FIRST PART OF THE NEWS WITH HEADLINES AND THE STORY THAT FOLLOWS. FOR THESE ENTRIES, THEY MUST CLEARLY SHOW AN EXCERPT FROM THE NEWS ITEM, SHOWING THAT IT WAS ACTUALLY IN THE NEWS.
    • ONLINE ENTRIES MUST HAVE A DIRECT LINK TO THE BLOG TO SHOW PROOF THAT IT WAS PUBLISHED ONLINE.
    • JOURNALISTS SHOULD BE ENCOURAGED TO ENTER THEIR BEST WORK PER CATEGORY.
    • FOR THOSE MAKING SUBMISSIONS VIA ONLINE, RADIO AND TELEVISION, THE WORK SHOULD BE SENT IN STANDARD FORMAT, E.G. VIDEO, MP4, AUDIO MP3 AND PICTURES OR PHOTOS IN JPEG.
    • PRINT ARTICLES FOR EXAMPLE FROM THE NEWSPAPERS CAN ALSO BE SENT VIA PDF.
    • THE CALL FOR ENTRIES SHOULD CLEARLY STATE THE NEED FOR ORIGINALITY AND INNOVATION, MOST OF THE STORIES LACK IN-DEPTH ANALYSIS.
    • JOURNALISTS SHOULD SHOW CLEARLY THE CATEGORIES THEY HAVE ENTERED FOR AND FOLLOW THE TERMS OF REFERENCE.

  • ZANEC 2024 PRE-BUDGET PRESS STATEMENT ON THE EDUCATION AND SKILLS SECTOR

    ZANEC 2024 PRE-BUDGET PRESS STATEMENT ON THE EDUCATION AND SKILLS SECTOR

    The Zambia National Education Coalition (ZANEC) is pleased that the 2024 National Budget will be presented by the Minister of Finance Hon. Dr. Situmbeko Musokotwane (MP) on Friday 29th September 2023. We would like to indicate that our expectations on the 2024 national budget detailed in this statement were also submitted to the Ministry of Finance and National Planning in collaboration with ActionAid TaxEd Alliance and the National Action for Quality Education in Zambia (NAQEZ) in June 2023.

    Specifically, our expectations on the revenue side of the budget are as follows:

    1. We expect that the budget will consider broadening the skills development levy into an education levy that will provide dedicated funding for the education sector.
    2. Revisit Double Taxation Agreements (DTA) through renegotiation, development, and publication of the DTA policy and cancellation of harmful/old treaties. Renegotiate for the reform of the current DTAs in a manner that can help increase taxes and minimize capital flight.
    3. We also expect that the Minister of Finance will announce progressive taxation measures that will ensure that multinational companies pay fair taxes to help increase revenue and avert the current revenue loss of
    $635million which we suffer annually according to the Tax Justice Network.

    Our Expectations on the expenditure side of the budget are as follows.

    1. Increase the share of the education budget from the current 13.9% in 2023 to at least 15% of the National Budget.
    2. Allocate 6% of the Education Budget towards infrastructure development to construct more Secondary Schools and Boarding Facilities to address the challenges of inadequate Secondary and Boarding Schools.
    3. Allocate more resources to go towards a digital real-time database for schools and devolve the system between the school and the Ministry.
    4. We recommend that the government increases the allocation of financial resources to go towards vocational training for both teachers and learners and recruiting and equipping more qualified teachers to teach STEM and life skills.
    5. Decentralise the Higher Education, Loans and Scholarship Board (HELSB) to improve information access to learners in rural areas and also enable them to apply for these loans.
    6. Increase funding towards menstrual hygiene and the re-entry policy to retain more girls in school
    7. Secondary school and skills development bursaries under the Constituency Development Fund (CDF) need to be administered by the Ministry of Education directly i.e. District Education Board Secretary (DEBS) office. This will allow for the prudent utilization of allocated resources because the Ministry of Education understands the need.

    ZANEC’S PRESS STATEMENT ON THE AUDITOR GENERAL’S REPORT ON THE GOVERNEMENT PAYROLL FOR THE FINANCIAL YEARS 2017 TO 2021

    The Zambia National Education Coalition wishes to express its views on the recently released Auditor General’s report on salaries.

    It is disheartening that the government lost a lot of resources to ghost workers, irregular payments, as well as to delayed action to remove deserters and those who had separated from the service from the payroll. As a civil society organisation, our mandate has been to advocate for the provision of quality education for all and we have so far been advocating for an increase to the education budgetary allocation because much of what is allocated is spent on personal emoluments. It is, therefore, appalling that even when the education sector has been struggling to improve infrastructure and resource allocation to schools, some individuals saw it fit to steal the little that the sector has.

    We, therefore, propose that the following actions should be taken by the government to improve accountability in the education sector,

    1. Teachers working at stations different from their PEMIC ID should have their PEMIC IDs changed so as to avoid paying teachers allowances that they do not deserve such as rural or remote hardship allowances. This will leave room for only deserving teachers to benefit from these allowances.
    2. The government should expedite the gazzetting, creating establishments as well as granting treasury authority to the upgraded schools so as to avoid sending teachers whose pay points are different from their work stations in the none gazzeted schools. This is necessary so that loopholes through which offenders use to embezzle money from government are sealed
    3. The government should put in place a mechanism that instantly upgrades teachers to new salary scales once they upgrade their qualifications to prevent teachers and corrupt individuals from doing it through dubious means
    4. More investigations should be carried out and the owners of the PEMIC IDs mentioned in the report should be brought to book.

    It is therefore our hope and plea that all those who were involved in embezzling government resources will be brought to book as the education sector is currently in need of resources if our SDG4 targets are to be met.

    HIGH TEENAGE PREGNANCY IN ZAMBIA INDICATES THAT ADOLESCENT-FRIENDLY AND RESPONSIVE FAMILY PLANNING (FP) SERVICES ARE LACKING FOR ADOLESCENTS. THE LACK OF ACCESS TO CONTRACEPTIVE AND FP SERVICES AFFECTS THEIR WELL-BEING. TEENAGE PREGNANCY OFTEN LEADS TO SCHOOL DROPOUT, WHICH AFFECTS A GIRL’S FUTURE AND MAY LEAD TO CHILD MARRIAGE AND HEALTH COMPLICATIONS RELATED TO TEENAGE PREGNANCY, SUCH AS FISTULA AND UNSAFE ABORTION. UNSAFE ABORTION MAY LEAD TO INJURY, DISABILITY, OR DEATH AMONG WOMEN AND GIRLS.

    FURTHERMORE, IT IS SAD TO NOTE THAT THE 2019 EDUCATION STATISTICAL BULLETIN PRODUCED BY THE MINISTRY OF GENERAL EDUCATION ESTIMATES THAT THERE ARE 106, 407 GIRLS OUT OF SCHOOL IN ZAMBIA. ADDITIONALLY, 15, 734 GIRLS GOT PREGNANT AND ONLY 8827 REPRESENTING 56% WERE READMITTED IN SCHOOL IN 2019.

    LADIES AND GENTLEMEN

    THEREFORE, IT IS FOR THIS REASON THAT TODAY WE ARE HOLDING THIS CAPACITY BUILDING OF PEER EDUCATORS IN ISSUES OF FAMILY PLANNING AND SEXUAL REPRODUCTIVE HEALTH RIGHTS. THIS TRAINING IS FOR 10 DAYS AND WE ARE HOPEFUL THAT WE WILL ALL BE PRESENT IN THIS PERIOD SO THAT WE ARE ADEQUATELY INFORMED.

    INDEED, WE ARE EXPECTANT AS ZANEC THAT YOU WILL BE OUR MESSAGE CARRIERS THEREBY DISSEMINATE AND SHARE THE IMPORTANT INFORMATION YOU WILL GET FROM HERE.

    THEREFORE, THE AIM OF THIS CAPACITY BUILDING WORKSHOP IS TO CAPACITY BUILD PEER EDUCATORS ON THE PROVISION OF INJECTABLE, PILLS AND CONDOMS IN ORDER TO PREVENT UNSAFE ABORTIONS AMONG LEARNERS AND TEENAGERS IN THE SCHOOLS IN THIS ZONAL AREA IN KAWAMBWA DISTRICT.

    THE SPECIFIC OBJECTIVES:

    1. CAPACITY BUILDING OF PEER EDUCATORS IN SRHR IN 5 SCHOOLS IN KAWAMBWA DISTRICT.
    2. PEER EDUCATORS AWARE OF THE PROVISION OF INJECTABLE, PILLS AND CONDOMS IN ORDER TO PREVENT UNSAFE ABORTION IN THE TARGET 5 SCHOOLS.
    3. PREVENTION OF TEENAGE PREGNANCIES AND UNSAFE ABORTIONS IN THE TARGETED 5 SCHOOLS.
    4. A TOTAL OF 20 LEARNERS AND TEACHERS CAPACITY BUILT IN THE PROVISION OF INJECTABLE, PILLS AND CONDOMS IN ORDER TO PREVENT UNSAFE ABORTION IN THE TARGETED 5 SCHOOLS.

    It is my singular honour and privilege to present these special remarks speech to you our distinguished guests.  I welcome you all to this meeting. For those of you who may not be aware, Zambia National Education Coalition (ZANEC) is a Coalition of non-state actors working in the Education and Skills Sector. The organisation is involved in research, advocacy and member capacity building on different aspects of the Education and Skills Sector in Zambia. ZANEC members comprise of Community Based Organizations (CBOs), Faith Based Organizations (FBO’s), Non-Governmental Organizations (NGOs), Teacher Trade Unions and Student Unions. The membership of ZANEC currently stands at 89 Member Organisations spread across the country.

    ZANEC is pleased that the training is being held in partnership with Policy Monitoring Research Center (PMRC).  It is important to mention that the partnership dates from 2018 and 2019 when we successfully co-hosted the media awards.  Indeed, two are better than one, the efforts put together have made it possible to have this training. As ZANEC are strong advocates of partnerships. In this workshop we are solidifying our partnership by signing a Memorandum of Understanding (MOU) which you the media practitioners will witness.

    Ladies and Gentlemen

    ZANEC values the role the media plays in our society and thus our convening this training in line with the theme “The Role of Media in the Actualisation of the Vision 2030”.  We are of the view that media is key in ensuring that the vision of the country is achieved through information dissemination. Therefore, it is important for you the media to understand the different aspects of development as well as the education sector so that you are able to give people the right information and also report from an informed perspective.

    As ZANEC we are of the firm belief that the media is a key partner in development as they disseminate information to the public and decision makers. Therefore, media can play an important role in contributing to national development by creating awareness on the national development plans. Further media also creates awareness on the importance of education to the public. Additionally, the media is a key advocate in ensuring that the government and decision makers make favorable policies as well as increasing financing to the Education and Skills as well as other development sectors.

    As we are all aware education is key to national development and safe guards everyone’s future, therefore, it should be noted that education is an important sector that media needs to raise awareness on. This is because for national development to be fostered there is need for educated and skilled labour which is human capital.
