    ZANEC Press statement the 2020 Global Action Week for Education (GAWE) from Monday 18th to 22nd May 2020

    Zambia National Education Coalition is delighted to join the rest of the World in commemorating the Global Action Week for Education (GAWE). GAWE is one of the key advocacy events for the education movement. However, this year’s GAWE is being commemorated at a time when the world is faced with a public health crisis of the COVID 19 pandemic. The impact of the COVID 19 pandemic has threatened the entire Sustainable Development Agenda, including Sustainable Development Goal 4 (SDG4) on education which has seen the closure of schools, colleges and universities in nearly 200 countries, Zambia included. The closing of schools has affected over 1.5 billion learners and has deepened the patterns of inequality and exclusion. The implementation of national plans such as the 7th National Development Plan, the vision 2030 and the Education and Skills Sector Plan (ESSP) are also greatly affected by the outbreak of COVID 19.  However, we should not let COVID 19 make us lose the many gains we have made in the sector. To achieve this, we need to ring-fence the resources allocated for the education sector and use them to sustain learning during the COVID 19 period. This is because education is one of the key sectors that cannot wait or put on hold.

    In line with this year’s theme for GAWE which is “Accelerating a collaborative response to the COVID-19 Pandemic”, we areurging governments and donors, in collaboration with national and international partners to urgently ensure safe, inclusive, equitable and right based access for all learners to emergency distance learning and psychosocial support during and after the COVID-19 crisis and this should include efforts aimed at ensuring the safe return of all learners to school after the pandemic.

    Additionally, by collaborative response we mean that everyone should be involved in mitigating the impact of COVID 19 on the education of our learners. We should not only leave the burden of providing and ensuring that learning is taking place to the government alone. All stakeholders should play their role in ensuring that all children are accessing learning via e-learning portal and television. Currently, our Early Childhood Education learners are not benefitting from these ongoing programmes.  Therefore, there is need for stakeholders to increase their support to enable the Ministry of General Education address the current learning gaps.  Parents and guardians should also continue playing their role of guiding their children’s learning activities at home.

    Finally, we urge all stakeholders to support the measures that our ministries of education have put in place such as the Education Contingency Plan for novel coronavirus (COVID-19).  No going backwards – Let’s Raise the Right to Education.

    PRESS STATEMENT BY THE ZAMBIA NATIONAL EDUCATION COALITION (ZANEC) ON THE RE-OPENING OF PRIMARY AND SECONDARY SCHOOL EXAMINATION CLASSES DURING THE COVID 19 PERIOD ISSUED ON 9TH MAY, 2020

    The directive by the President, his Excellence Dr. Edgar Chagwa Lungu, that primary and secondary school examination classes should re-open on 1st June 2020 is strategic and important in averting the looming educational crisis arising from the disruption of the academic calendar. However, the fact that schools will be required to enforce the public health guidelines and meet certification guidelines as rightly guided by the President means that a lot of preparatory work and investment is required in the sector to mitigate against the likely health risks of running classes during the COVID 19 period. To achieve this, only a multi-sectoral approach currently being applied in fighting COVID 19 can help realize this aspiration. The reason being that, the Ministry of General Education (MoGE) alone has neither the capacity nor the resources required to mitigate the likely impact of COVID 19 on education. Adequate funding will have to be made available to the schools as the current COVID 19 prevention measures cannot be implemented using the meagre resources from user fees. ZANEC will therefore monitor the schools to ascertain their readiness to admit pupils in examination classes and will engage the Ministry of General Education on the gaps that may be observed.    

    ZANEC also hopes that the Ministry will continue airing television programmes on both Top star and Free to air decoders in order to ensure sustained learning among the non-examination classes.  However, ZANEC is concerned that by using only one channel, the Ministry is not able to carry much content in a week. There is also need to promote the time table for the television education programmes in order to ensure that learners do not miss important programmes. We would also like to call upon the Ministry to expedite the process of airing education programmes on community radio stations in order to have more pupils benefiting from the lessons.

    Finally, ZANEC is of the view that the delivery of self-learning packs must be done to all learners in public, community, private and grant aided schools. Research has shown that learners at both primary and secondary school levels are not able to take adequate notes from educational programmes delivered through television and radio. The self-learning packs can therefore help in filling this gap and make such educational programmes more effective. Similarly, in an emergency disaster situation like the one we are currently in, good practice demands that government takes a rights based approach in the delivery of education in order to ensure that no one is left behind.

    Consultancy to Produce Shadow reports on status of government adherence to GPE replenishment commitments

    Introduction

    Zambia is a recipient of the Global Partnership for Education (GPE) fund which supports national education plans as a strategy to meet the global education goals. The Global Partnership for Education is a consortium of international organisations and countries that contribute funds into a basket to support achievement of international education goals through national interventions in developing countries. However, the support from GPE is contingent upon the commitment exhibited by the receiving country to both support education and uphold high levels of fiscal prudence and accountability in utilisation of the funds.

    Background

    In order to systematically finance the education sector, the GPE convenes meetings to analyse trends and the needs of the sector. They also use this platform to make pledges to enhance support to education. 

    At the UN General Assembly in September 2017, world leaders gathered at the Financing the Future: Education 2030 event and pledged their support to education, in particular to GPE’s replenishment. This strong support from civil society and the influence of individual champions made 2017 a defining year for global education, with GPE’s replenishment presenting an opportunity to deliver a substantive outcome. On February 1 and 2, 2018, the GPE Financing Conference took place in Dakar, Senegal, co-hosted by Macky Sall, President of Senegal, and Emmanuel Macron, President of France. The GPE replenishment 2018-2020 marked the beginning of a new era in education financing to reverse the trend of declining aid for education. It created the opportunity to show a new commitment not just to the children of the developing world but to global security and prosperity.   The replenishment campaign for 2018-2020 presented an opportunity to raise the funds needed to implement GPE’s 2020 partnership strategic plan and to increase global education financing to ensure SDG 4 can be met. At the event, developing countries pledged US$110 billion for education for 2018-2020, while donors pledged a total of US$2.5 billion to the 3rd GPE replenishment. The next GPE replenishment meeting is scheduled for 2021.

    Rationale of Assignment

    In order to access the GPE funds, the receiving country is expected to make a pledge of how they will support the education sector in their country to achieve the education goals. In the last GPE replenishment meeting held on 2nd February 2018, Zambia pledged to invest ZMW 29,800,000,000 for the period 2018-2020 (globalpartnership.org/funding/replenishment/2018-pledges). 

    In the next Replenishment Meeting, countries will be expected to report on their adherence to the pledges made as well as report on the utilisation of GPE funds. It is for this reason that ZANEC, with support of the Global Partnership for Education, through Oxfam IBIS, would like to develop a shadow report on the Zambian Government’s adherence to the GPE conditions and the utilization of the funds so far received from GPE. 

    Research Objective:

    To develop a shadow report of the Zambian government’s adherence to the pledges they made during the last replenishment meeting as well as to provide a civil society perspective of the utilization and benefits/impact of the GPE funds in promoting quality education in Zambia.

    Scope of Work

    The consultant is expected to conduct the following tasks:

    1. Conduct desk review of the annual pledges in comparison with the actual government support to the national Education and Skills Sector Budget;
    2. Conduct key informant interviews with stakeholders in the Ministry of
    3. Finance, Ministry of General Education (including school level sources), Ministry of Higher Education and other relevant line Ministries and key stakeholders on the efficiency of the annual pledges and the thematic areas supported. In light of the global Covid 19 situation, it is highly recommended that these interviews are conducted through Survey Monkey, telephone, skype or any other efficient modes of communication other than physical meetings;
    4. Conduct a review of Zambia’s utilisation of GPE funds and the impact this has had in achieving international and national education sector goals over the years;
    5. The consultant will be expected to make reference to existing research on performance of the past GPE funds, including ZANEC research conducted in 2018 Develop a report with key recommendations on future national pledges and thematic areas of priority, utilisation of GPE pledges, upholding fiscal discipline and ensuring social accountability of education sector funds, among other key issues.

    Key deliverables:

    The consultancy is for a period of 10 days and will have the following deliverables:

    1. An inception report with questionnaires for the various target groups
    2. First Draft Report to be submitted to ZANEC Secretariat for feedback 
    3. Final Shadow Report

    Required Competencies

    • Must have at minimum a Master’s Degree in Education or related field.
    • Proven experience and track record in research.
    • Proven knowledge of the GPE processes and national education plans
    • Strong communication skills in both oral and written English.
    • Ability to devote full time to the assignment and meet deadlines.

    Terms of Reference Evaluation of the Zambia National Education Coalition Strategic Plan 2016-2020

    1. Background

    The Zambia National Education Coalition (ZANEC) is a coalition of civil society organisations engaged in the education sector in Zambia. It was formed in 2001 to lobby and advocate for the Education for All (EFA) agenda in Zambia. This followed Zambia’s participation at the Dakar EFA forum in 2000 and a need to respond to the challenge. ZANEC’s mandate later broadened to focus on national, regional and international educations goals and commitments made by the Zambian government. ZANEC’s intention is therefore to work with its members to enhance their capacity to participate in the achievement of education goals in Zambia. 

    ZANEC is looking for a suitably qualified consultant to conduct an evaluation of the impact of its Strategic Plan. The first evaluation of ZANEC was undertaken in 2010 under the 2008-2011 Strategic Plan and was commissioned by the Irish Aid, then ZANEC’s main institutional donor. The second evaluation was conducted in 2015 for the 2012-2015 Strategic Plan. Therefore, this evaluation is intended to among other things, inform stakeholders on how the Coalition has grown since the last evaluation and its achievements over the 2016-2020 strategic period.

    2 Purpose and Objectives of the Evaluation

    The purpose of the evaluation is to assess the progress and performance of the ZANEC programmes and activities under the current Strategic Plan; identify factors that contribute to the organisation’s successful implementation of the Strategic Plan; identify the nature and magnitude of constraints that affected the effective implementation of the ZANEC programmes and activities; inform stakeholders including cooperating partners whether or not ZANEC is making a significant contribution towards quality education service delivery; and to make appropriate recommendations for the future growth focus of ZANEC.

    Evaluation Objectives

    The objectives of the evaluation are:

    i. to assess the performance of ZANEC over the last 5 years since the commencement of the current Strategic Plan, including defining its strengths and weaknesses and providing recommendations to consolidate the strengths and mitigate the weaknesses;

    ii. based on the recommendations, to define clear objectives concerning the strengthening of ZANEC within the context of the changing operating environment in Zambia; and

    iii .to identify the necessary human resources (profiles, etc.) in order to operationalise the objectives and provide proposals for an improved organisational structure.

    3. Scope of the Evaluation

    The scope of the evaluation includes all ZANEC programmes and activities implemented from 2016 to date. The evaluation should assess the organisation as a whole and address the aspects outlined in the annex to these terms of reference (“Specific Aspects to Be Addressed”)and make appropriate recommendations. 

    4. Expected deliverables

    The expected outputs to be delivered by the evaluator(s) are:

    4.1 Inception/concept report;

    4.2 Evaluation instruments prepared by the Evaluator(s);

    4.3 Selected field visits relevant to ZANEC’s programmes and activities;

    4.4 Draft evaluation report, including findings from field visits by the Evaluator(s);

    4.5 Final analytical report including:

    • Executive Summary with key findings, conclusions and recommendations;
    • Clearly identified findings and conclusions;
    • Recommendations for ZANEC’s future operations;
    • Key achievements and Lessons learned;
    • Appropriate Annexes.

    4.6 The total length of the report should be a maximum of 30 pages for the main report, excluding annexes; additional annexes can provide background and details on specific components of the ZANEC evaluation. The report should be submitted as one complete document.

    4.7 All drafts and final outputs, including supporting documents, analytical reports and raw data should be provided both in paper copy and in electronic versions compatible for Word for Windows. 

    4.8 Ownership of data from the evaluation rests with ZANEC. The copyright of the evaluation report will rest with ZANEC. Use of the data for publication and other presentations can only be made with the written agreement of ZANEC. Key stakeholders can make appropriate use of the evaluation report in line with the original purpose and with appropriate acknowledgement. 

    5. Methodology

    5.1 The review will be carried out using relevant documents (desk review) and selected stakeholder consultations and interviews. 

    5.2 At the end of the desk review period, the Evaluator(s) will prepare a brief inception/concept document indicating the Evaluator(s)’ understanding of the assignment; the proposed methodological approach for the evaluation; the evaluation instruments; and the work plan and budget, to be discussed and approved by ZANEC prior to the commencement of the field trips.

    5.3 The evaluation instruments prepared by the Evaluator(s) will indicate further selected specific aspects to be addressed. The evaluation instruments should identify the priority aspects to be addressed in the evaluation.

    5.4 The Evaluator(s) will work to the highest evaluation standards and codes of conduct.

    6. Competencies of Evaluator(s)

    The profile of the Evaluator(s) should include:

    • Relevant background in social and/or economic development;
    • Experience in working on education issues in Zambia;
    • Experience in working on civil society issues in Zambia;
    • Experience in the designing, management and evaluation of development programmes and activities, in particular with policy level work, institution building and local development projects;
    • Fluency in English.

    7.Management of the Consultancy

    7.1 The consultancy will be overseen by the ZANEC Secretariat. The Secretariat will meet with the Evaluators at mutually agreed intervals, depending on the work plan that will be agreed with ZANEC. The Secretariat will also be available to respond to queries as they arise.

    7.2 Payment details will be indicated in the contract to be signed between ZANEC and the Evaluator(s).

    ZANEC Press Statement on the Opening of ZNBC TV 4 Education Channel on Topstar decoder

    The Zambia National Education Coalition (ZANEC) welcomes the introduction of an Education Channel on the Zambia National Service Channel 4 by the Ministry of General Education which is being aired on channel 9 of the Topstar decoder.  This is a very progressive development to bridge the learning gaps caused by the closure of schools due to the COVID 19.  Indeed this channel will go a long way in helping and assisting our learners to learn while they are at home as well as prepare for examinations. The UN estimates that 1.25 billion children are currently at home as a result of the coronavirus lockdown. Therefore, the need to sustain learning from home should be a must. 

    It is important however to note that there is urgent need to widen the reach of the education channel by ensuring that it is aired on other decoders like Go TV, MUVI TV, DSTV and popular free to air decoders to allow for more learners with access to television to be reached. Furthermore, there is need for sign language interpretation in order to carter for the deaf learners in the spirit of leaving no one behind.  ZANEC is further concerned that the rural based learners, majority of whom are vulnerable and under-privileged will be left out on the lessons, as they do not have access to either the Topstar decoders or television in general. Therefore, we would like to propose that education programmes be extended to radio channels such as community radio stations as well as radio stations that reach all places in Zambia such as ZNBC Radio two and Radio one. The teaching for pupils in the lower primary level should also be in local languages, in line with the national education curriculum to allow for learners to understand.

    In our view as ZANEC it is actually the learners from vulnerable homes that need this service more. If Zambia has to leave no one behind as stipulated in the 7th National Development Plan and the vision 2030, it has to ensure that all learners are reached regardless of their geographical or social status. The approaches for sustaining learning at home should be all inclusive as provided for under Sustainable Development Goal (SDG) 4 which calls on states to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

    The Coalition also appeals to the Zambia Electricity Supply Corporation (ZESCO) to reduce on the load shedding during the airing of the education programmes in order to produce positive results for our learners.  The statement by the Permanent Secretary Dr. Jobbicks Kalumba that printed education materials will supplement those that will be televised on TV and Radio in rural areas is very important innovation that should be supported by all citizens.  We therefore urge the Ministry of General Education to work swiftly in distributing the printed education materials to allow the learners in rural areas to have access to learning.

    It also becomes important to state that development is important for all areas in the country including rural ones. It is very sad that at this time and age in our country we still have places that have no access to electricity. It is high time that our government prioritized the development of our rural areas. We urge the Rural Electrification Authority to expedite the process of electrifying all our rural areas. History has shown that the use of computers by our learners did not work well because of lack of electricity and computers in our rural areas. Statistics have also shown that there is high staff turnover of teachers leaving the rural areas because of the same problem of development. It is sad that even areas that are connected to electricity are now subjected to load shedding, while most rural areas have remained without electricity. Whether we like it or not, the electrification of the entire country is important in order for our education system to be more effective and efficient.

    Education is key to success and therefore, ZANEC calls upon all stakeholders to support the effort by government by sponsoring education programmes to be aired on more community radio and television stations to enable more children benefit from this important intervention. In addition, more stakeholders can also help in the translation, printing and distribution of the learning material to rural or vulnerable learners.

    ZANEC would also like to take this opportunity to encourage parents and guardians to ensure that their children are learning while they are at home during this period when schools are closed because of COVID 19. Ensure that your children watch the ZNBC TV 4 Education Channel and better still encourage them to supplement what they are learning with reading.  Remember, educating a child is everyone’s responsibility.

    Evaluation Objectives

    The objectives of the evaluation are:

    1. to assess the performance of ZANEC over the last 5 years since the commencement of the current Strategic Plan, including defining its strengths and weaknesses and providing recommendations to consolidate the strengths and mitigate the weaknesses;
    2. based on the recommendations, to define clear objectives concerning the strengthening of ZANEC within the context of the changing operating environment in Zambia; and
    3. to identify the necessary human resources (profiles, etc.) in order to operationalise the objectives and provide proposals for an improved organisational structure.
    • Scope of the Evaluation

    The scope of the evaluation includes all ZANEC programmes and activities implemented from 2016 to date. The evaluation should assess the organisation as a whole and address the aspects outlined in the annex to these terms of reference (“Specific Aspects to Be Addressed”)and make appropriate recommendations. 

    • Expected deliverables

    The expected outputs to be delivered by the evaluator(s) are:

    • Inception/concept report;
    • Evaluation instruments prepared by the Evaluator(s);
    • Selected field visits relevant to ZANEC’s programmes and activities;
    • Draft evaluation report, including findings from field visits by the Evaluator(s);
    • Final analytical report including:
    • Executive Summary with key findings, conclusions and recommendations;
    • Clearly identified findings and conclusions;
    • Recommendations for ZANEC’s future operations;
    • Key achievements and Lessons learned;
    • Appropriate Annexes.
    • The total length of the report should be a maximum of 30 pages for the main report, excluding annexes; additional annexes can provide background and details on specific components of the ZANEC evaluation. The report should be submitted as one complete document.
    • All drafts and final outputs, including supporting documents, analytical reports and raw data should be provided both in paper copy and in electronic versions compatible for Word for Windows. 
    • Ownership of data from the evaluation rests with ZANEC. The copyright of the evaluation report will rest with ZANEC. Use of the data for publication and other presentations can only be made with the written agreement of ZANEC. Key stakeholders can make appropriate use of the evaluation report in line with the original purpose and with appropriate acknowledgement. 
    • Methodology
      • The review will be carried out using relevant documents (desk review) and selected stakeholder consultations and interviews. 
    • At the end of the desk review period, the Evaluator(s) will prepare a brief inception/concept document indicating the Evaluator(s)’ understanding of the assignment; the proposed methodological approach for the evaluation; the evaluation instruments; and the work plan and budget, to be discussed and approved by ZANEC prior to the commencement of the field trips.
    • The evaluation instruments prepared by the Evaluator(s) will indicate further selected specific aspects to be addressed. The evaluation instruments should identify the priority aspects to be addressed in the evaluation.
    • The Evaluator(s) will work to the highest evaluation standards and codes of conduct.
    • Competencies of Evaluator(s)

    The profile of the Evaluator(s) should include:

    • Relevant background in social and/or economic development;
    • Experience in working on education issues in Zambia;
    • Experience in working on civil society issues in Zambia;
    • Experience in the designing, management and evaluation of development programmes and activities, in particular with policy level work, institution building and local development projects;
    • Fluency in English.
    • Management of the Consultancy
      • The consultancy will be overseen by the ZANEC Secretariat. The Secretariat will meet with the Evaluators at mutually agreed intervals, depending on the work plan that will be agreed with ZANEC. The Secretariat will also be available to respond to queries as they arise.
    • Payment details will be indicated in the contract to be signed between ZANEC and the Evaluator(s).

      • Is the organisational strategy gender sensitive and does it recognise and respond to the vulnerabilities of girls and women?

    Evaluation of the Zambia National Education Coalition Strategic Plan 2016-2020

    The Zambia National Education Coalition (ZANEC) is a coalition of civil society organisations engaged in the education sector in Zambia. It was formed in 2001 to lobby and advocate for the Education for All (EFA) agenda in Zambia. This followed Zambia’s participation at the Dakar EFA forum in 2000 and a need to respond to the challenge. ZANEC’s mandate later broadened to focus on national, regional and international educations goals and commitments made by the Zambian government. ZANEC’s intention is therefore to work with its members to enhance their capacity to participate in the achievement of education goals in Zambia.

        INTRODUCTION

    The Zambia National Education Coalition (ZANEC) is a network of Civil Society Organizations registered by the Registrar of Societies Act No. 119 of the Laws of Zambia on 3rd July, 2002 under certificate number ORS/102/35/2581. The organization currently has seventy-five member organizations comprising of Community Based Organizations, Faith Based Organizations, Non-Governmental Organizations and Teacher Trade Unions. The member organisations work in different parts of the country and in different sub-sectors of education. ZANEC’s mandate is to coordinate civil society advocacy for quality, equitable and inclusive education for all Zambians. 

    ZANEC’s vision is to have ‘a sustainable and inclusive education system that responds to national aspirations and fosters an environment for self-fulfillment. The mission of the Coalition is to promote quality and inclusive education for all, through influencing of policy, building consensus, holding duty bearers accountable, and strengthening the capacities of stakeholders in the education sector.

    ZANEC in collaboration with its Norwegian Partner, the Studentsand AcademicsInternational Assistance Fund (SAIH), are in the process of recruiting two new exchange participants through the Norwegian Exchange (Norec) Youth Program. Through this exchange program, successful students will have the opportunity to work as a volunteer at SAIH, as well as join various Norwegian activists fighting for human rights and academic freedom of students and academics. 

    Information

    ZANEC is looking for two persons (one male, one female) between the ages of 20 – 25 with a background of student/youth organizing and/or leadership, and with keen interest in the field of higher education, students’ rights and academic freedoms. Through this youth exchange, you will have the role as a full-time volunteer. You will be based in Oslo (Norway) and working in the SAIH Office, while also collaborating closely with other organizations and activists in Norway. The exchange will start with 2 weeks of preparatory placement at ZANEC and a 2 week introductory course in August, before the placement in Norway starts. You will stay in Norway for 10 months, and return to Zambia at the end of July 2021. After your return you will be committed to spend 4 weeks (full time) carrying out follow-up work, with a focus on sharing the experiences and knowledge you will have gained with ZANEC and fellow Zambian activists and youths.  ZANEC has been implementing this programme for the last 2 years and therefore this call is for the third round of the project.

    Selection Pool:

    • Freshly completed certified university or college graduate
    • Student Organisations, Student Unions or Student Parliaments.
    • Gender balance, male and female

    Location:   Oslo (with follow-up activities in Lusaka)

    Remuneration:  Pocket money, transport (return air ticket to Oslo and local transport while in Norway) and accommodation will be covered.

    Contract Length:  Twelve (12) composed of 1 Month Preparatory work (composed of 2 weeks experience with ZANEC and 2 weeks preparatory course) + 10 months placement in Norway + 1 Month follow-up work.

    Key working relationships: The volunteer will be working closely with the other NOREC participant travelling from ZANEC and ZANEC designated staff for both feedback and mentorship, with activists in SAIH and other Norwegian NGOs. The supervisor will be the Coordinator at SAIH.

    Key Responsibilities

    • Hold   and attend workshops and presentations
    • Catalogue and organize cases of human rights violations against students.
    • Update social media content for SAIH’s blog and Facebook.
    • Organize and facilitate meetings
    • Contribute to the production of alerts, news articles and press releases about academic freedoms, human right violations against students and academics, and equitable higher education etc.
    • Work with other volunteer organizations in Norway connected to higher education 
    • Develop information material on Higher Education
    • Contribute to SAIH’s external and internal events and campaigns.

    Person specification

    Professional experience

    • Fresh university or college graduate
    • Experience from a student/youth organization or NGO
    • Experience with making presentations and workshops
    • Competency in Social Media, Facebook, Instagram, Blogging
    • Good writing and analytical skills.
    • Excellent communication skills (including in English).
    • Competent in Office
    • Must have a valid passport

    • Flexible and open to change 
    • Strong interpersonal skills and ability to engage with people from different cultures and contexts.

    ZANEC APPLAUDS GOVERNMENT FOR CLOSING SCHOOLS IN THE WAKE OF THE CORONA VIRUS THREATS

    WEDNESDAY, 17TH MARCH, 2020

    The Zambia National Education Coalition (ZANEC) is pleased with the decision made by government through the Ministry of Health to have all schools closed by Friday, 20th March, 2020. Given the destruction that the virus has left in affected countries, ZANEC believes that prevention is better and cheaper than cure. The fact that the disease has also been reported in our neighbouring countries further justifies the need to step up our emergency preparedness and prevention measures. It is also commendable that government has planned to use this opportunity to share information with learners, which they will in turn take to their homes and communities.

    As ZANEC, we would like to advice the two ministries responsible for education to issue instructions to all schools and colleges to ensure that they use the time between now and 20th March to develop some learning packages that will keep our learners pre-occupied with school work during the closure. To this effect, we would like to call upon the parents to realise that children will not necessarily be on holiday and therefore they will be required to support them to ensure that there is some level of learning happening in homes during this period. Similarly, for colleges and other institutions of higher learning, our expectation is that lecturers will continue supporting their students through e-learning to ensure that learning goes on during this period.

    Finally, it is our hope that government, through the Ministry of Health, will continue its surveillance on the Corona Virus and provide regular updates on the situation. This will help in ensuring that all learning institutions remain closed only for as long as it is necessary.
